Duane Bailey, also referred to as D. Rogers, had been a town councilman for six consecutive terms. He was first seen in the episode "Door to Door", later becoming a recurring character and antagonist, and was portrayed as being arrogant and impatient. Duane bred puggles, describing them as a different mix of breeds "just like America", which he commonly used in speeches and campaigns. He later competed with Claire Dunphy in an election after she failed to convince the traffic committee - of which he is the head - to set up a stop sign at a junction, and Bailey ended up beating Claire. However, he still put up the stop sign with a note to Claire, although it didn't really seem to fix Claire's original problem of speeding cars.
