This unnamed kid was an aggressive young cyclist who lived near the Dunphy Family. In "The Bicycle Thief", Phil Dunphy noticed a bicycle left unguarded on the sidewalk and, assuming it to be his son Luke's, took it. However, he soon found out that it isn't Luke's and returned it. But, he was spotted by the kid, who owned the bike, and one of his friends, and they chased him away.
