Mr. Bailey was the father of Andy Bailey. He is first mentioned in "The Help", where it is revealed that he died from cancer when his son Andy was 14. He is mentioned in "Rash Decisions" when Andy tells Phil that he never passed up an opportunity to hang with his dad, but "lucky" for him he died before Andy's rebellious teenage years.
